Introduction

Susan Bartlett Foote is Professor Emerita from the University of Minnesota School of Public Health.  During her tenure at the University, she served as Department Chair of the Division of Health Policy and Management, and was widely published in the field of health policy, medical technology policy, with special expertise in Medicare reimbursement of new medical devices. She was a Robert Wood Johnson Health Policy Fellow from 1990-1991, and served as Counsel to the U.S. Senate on health policy matters, and was an advisor to many federal agencies, including the FDA, the Office of Technology Policy, and the Institute of Medicine.  She also was an Associate Professor at the University of California, Haas School of Business, teaching in the fields of health policy and business and public policy.  She holds a J.D. degree from UC Berkeley, as well as a BA and MA in history.

 

The work she is presenting at Psychiatry & Psychology Grand Rounds is based on her recently published book, “The Crusade for Forgotten Souls:  Reforming Minnesota’s Mental Institutions, 1946-1954.”


Learning Objectives

  1. Examine the various roles physicians and citizens played in the statewide movement for mental health reform in Minnesota during the post World War II period, 1946-1954.

  2. Understand the external factors influencing change in the field of mental health during the post World War II period. 

  3. Describe how physician engagement in public policy during the years 1946-1954 can be applied to issues in mental health reform today.
